Mission and Vision Statements and the Government Performance and Results Act -- A Good Combination!

Government organizations must increase their efforts to cut waste and reduce budgets as they perform initiatives to set goals that are required by a 2010 update to the Government Performance and Results Act (GPRA), initially published in the mid-90's.  Today's challenges demand that every federal manager and even employee must be a careful steward of the taxpayer dollar.  The GPRA requires that every agency establish mission and vision statements, and use these statements to set measureable goals, assigning responsibility for every goal, and provide timely reports of goal progress and cost reductions.

In today's economy, the American people are increasingly anxious about receiving expected services, whether it is border security, food safety, or a wide spectrum of other vital services.  At the same time, federal employees are operating in a very unstable environment, facing budget cuts/constraints, unending continuous resolutions and rumored shutdowns.

The good news is that our Federal Government managers and executives are in a unique position to achieve extraordinary results, despite significant obstacles.  Because of their knowledge of the ins and outs of their operations they can now become a part of the solution -- committed leaders who inspire others with ongoing conversations about the future and the goals and plans that will get them there.

Strong leaders will galvanize their organizations with a common, aligned vision.  This will require breakthrough and innovative approaches in a focus on outcomes, transforming leadership teams, and altering the organizational mindset.   Most government executives and managers have received little help from their own agencies when it comes to upgrading their skills to meet 21st century demands.  Reducing essential support functions such as training and strategic planning during budget cutbacks damages an agency's ability to innovate.  Agencies must support senior executives and managers to adopt new thinking and approaches to achieve meaningful breakthroughs, despite a budget crisis.  This thinking must be supported by clear and understandable mission and vision statements and the strategic plans that define the goals and activities to accomplish them.  This is how our Federal Government executives and managers will be able to create the government of this century.
