Since the 1980s, the U.S. government has provided block grants to regional governments for housing, health care, education, transportation and counterterrorism projects. Block grants allow regional governments to experiment to find the ways that the money will work best for their area. Detroit uses its block grant funds for a variety of programs and projects. - The federal government allocates funds to Detroit's Housing Services Department through the Community Development Block Grant program. The city Housing Department uses these funds to support affordable housing programs for city residents. The programs aim to create better housing opportunities for Detroit's low- and moderate-income residents through homeowner and landlord renovation and rehabilitation of homes, home buyer assistance and lead hazard reduction.

detroitmi.gov - The Juvenile Accountability Block Grants' SAFETY (Successful Alliance for Evaluating Talented Youth) program targets youths between ages 10 and 17 who are referred by law enforcement, educational or social service authorities. The program focuses on providing intervention and treatment services for young people who can benefit from drug and alcohol rehabilitation programs, work programs, crisis shelters or individual or family counseling.

michigan.gov - The City of Detroit participates, through a Community Development Block Grant, in the establishment of Coventry Community Care's Health Center, an integrated health care center in southwest Detroit. The center provides primary medical, pediatric, psychiatric, obstetric and dental care and behavioral counseling services to 7,000 families and individuals annually. The center aims to deliver integrated, quality and affordable health care to all area residents, regardless of their ability to pay.
